		<description>The landlord needs to have proof of what the carpeting cost and how he amortized the depreciation. Typical period would be for 5 years. He takes a tax deduction each year  for a portion of the money spent on capital improvements .  As an example If they claim they spent 
$2000.00 3 years ago the most they could claim the carpet is worth would be $800.00. We don&#039;t want to replace carpets after each tenant

		<description>Security deposits are not intended for normal wear and tear. Do you know for sure the stains won&#039;t come out?  If the carpet is about 5 years old it probably needs replacing anyway.  The landlord should be keeping a fund for repairs and replacements instead of spending all the rent money.  If you call the local bar association, they can set you up with a lawyer who will listen to your problem for a very low price.  If he/she thinks you have a case, then you can decide whether it is worth hiring the lawyer or not.&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;</description>
